In general IEEE takes more time for reviewing process when compared to other international journal, since they depend upon the external reviewer it takes more time to review the paper. I think it will take 4-7 months to receive your first reviewer comments and revision of your manuscript will be based on the availability of the same reviewer, finally i think the publication will be made soon since they have 24 issues/year.
