uBlox GPS for 9 USD. Is it good ?

The link says TTL which means: 5V
Perhaps it's "uBlox compatible" but it's definitely not made by uBlox.

If this is for a hobby application - try it and see how it works...
Otherwise, if failure isn't an option and you insist on a uBlox device I suggest you buy a genuine IC from an authorized uBlox distributer.
