What's the difference and relation between Verilog-A and SpectreHDL?

Simply put it this way:
SpectreHDL is proprietary to Cadence and is provided for backward compatibility. The Verilog-A language is an open standard, which was based upon SpectreHDL. The Verilog-A language is preferred because it is upward compatible with
Verilog-AMS, a powerful and industry-standard mixed-signal language.
