Power Delivery Network Simulation Using HSPICE

I want to simulate a mesh-style power grid which consists of several hundred of P/G nodes. If I use HSPICE to simulate the IR drop with the RLC model, the netlist may be very complex. Writing such netlist will be very time-consuming and error-pone. Therefore, I want to know the more efficient way to write it for HSPICE. Thanks.
 

Does not layout extraction stage give you the netlist?
 

I want to evaluate the power noise at the pre-layout stage. Therefore, the layout information is unknown.
