What is the difference between IO Pad cell and Boundary Scan Cell?

Hi,

I would like to know wat is the difference between IO Pad cell & Boundary Scan Cell,
And how they are connected at theTop Level of SOC.
 

Some I/O cells may have the boundary scan FF elements
embedded (you also will need the control head to implement
the scan chain).
 

Can u provide me in some docs.
