Limiting SMPS inrush

in the boost PFC converter above, there is 670uF of capacitance on the output.

when the Mains is switched ON, this could happen at mains peak = 340Volts.....

...surely the inrush into the output caps will be enormous and illegal i would have thought ?

do you know of ways of limiting inrush like this besides NTC which does not work when power is turned On and Off?
