IR momentary switch and small IR toggle sender? noob here

i want to know how i can make a momentary IR receiver switch with maybe a delay off to control a 120v circuit. and a relatively small toggle on/off sender pretty much the basic set up but switching actions opposite. if anyone has any ideas, im sure you do. i know little about small electronics, just looking for some direction. thanks for your time.
