Question about FOM in Delta Sigma Modulators

Hi,
What is the main target in DSM designs? Is it a lower power or a better FOM (Figure of Merit). Of course, FOM may have different definitions. But in general which one could be the target for a designer and why? For example, is a DSM with a better FOM and more power consumption prefered than another one with a worse FOM and less power consumption?
Any ideas?
