using GND pin of ICSP in pic

my pic dev board has no exposed ground pin , can i use the ground from icsp connection ?
 

It is very weak ground. If there is no powerful load on the board, sure you can. But it is not correct really. Try to find normal ground connection. I can't believe that it is not present.

I cannot believe it either, but in case it's true I would just scrape off some soldermask and solder wire to copper, because general polygon on PCB is probably connected to GND.
