best method used to Interface between microcontroller and GSM modem

In my project i have to use GSM modem to send data that controls a microcontroller (PIC)
The message that will be sent is a code that PIC will save to check the users Code that will Enters it manually

Suggestions to use PDU code
but there are other that suggest to use internet access and web servers apps
but the environment that PIC will be at can't give me the ability to provide internet access to receive commands through


by the way the distance between GSM modem control center and PIC is too long

any suggestions

Yes i read a manual for GSM modem (don't remember manufacture) about AT commands

but is theere any other method can be used instead of PDU code
