Ia+Ib+Ic=0 is valid for a node in a circuit if Ia, Ib and Ic are the only currents entering or leaving the node. In other words Kirchoff's law is always valid in a circuit since it is based on the law of conservation of charge. So irrespective of the state of any circuit it is being applied to. At any instant of time the sum of currents entering a node is always equal to the sum of currents leaving the node.
In my view, Ia+Ib+Ic=0 is a trivial fact. But it doesn't involve neccessarily a symmetry of phase currents (as assumed in the other expressions) or
specific properties of harmonic currents.
