That's quite simple using a PWM of a Microcontroller.

if you need it for 8051 micro you can use 11000000 or 11.0 without a problem or you can use 22.0 and divide by 2

Take a look at this page: https://www.murata.com/ceralock/faq.html
You can also use a crystal instead of a resonator to build the oscillator.
Some common values:
IC: 4069UB/74HCU04 (unbuffered type, read Q6/A6)
Rf: 10M
Rd: 470R
Rb: not necessary
Rp: not necessary
Cl1/Cl2: 15p - 33p (depends on crystal, but usually uncritical)
 
To my opinion, it's ridiculous to discuss the topic without even a clue of intended frequency tolerance. (Sorry for the strong word, but it fit's the situation most exactly. You may also say useless, if you like).

In another of your various threads, I suggested a programmable crystal oscillator, assuming that the frequency specification actually is meaningful and that no suitable fixed frequency crystal or oscillator would be available.
 

Dear Friend

may i know why you need the exat frequency?
if it's for baud rate generation, you can use any other available xtals
with a small error rate.
it will not make that much difference.
