general GSM900 band is:
UL:890MHz - 915 MHz
DL:935Mhz - 960MHz
Soviet military once used 900 Mhz band. If the Kazahstan situation similar to the Russian, then the military should be still in control over the band. You have to work for Kazah mobile operator or be in the military to know exact band.
