I need project papers about communication systems(Like encoder and decoder) implementating in Verilog r VHDL.. can any one pl help me..

U can search on Xilinx site for manchester encoder and decoder implemented in VHDL.
Search on the site for their application with included source code also.

U can search in opencore.org

If you ISE you can find all these blokcs inside, use template language or ipcore, in ip core you can find many blocks, But I think it easy to write code for decoder. with VHDL cause if you really want work it will be very better for you to do your own codes and by the time you will be very fun with.
