dear all I want to ask that is there any IC available for generating ±15V from +5V or +12V
like Max 889 is for ±5V from +5V.

Perhaps you are talking about a boost converter (switched coil type)?

If you want the supply output to have inverted polarity from the supply input, then there is the buck-boost type.

There are IC's that will perform the required control functions.

you have the linear LT3582 that can generate up to +/- 12V from a 5v source, but sorry not +/-15v.

Here's an application note showing a chip outputting +/- 20V; the resistor divider that feeds back to the "NFB" pin can be adjusted for +/- 15V.
