Can I get -15V by reversing the polarity of +15V single power supply, as by connecting in reverse manner, MM reads -15V ?

YES it should not be a problem unless there are other constraints

But make sure that you are not using the same supply for providing +15V to Some Other Component in the Circuit...

If You Do So..
There will be a shorting of Voltage and Ground Terminal.. the result of that result in damaged unit and supply..

Suppose you have connected the Ground on one supply to the node where u want to give -15V and supply 15's Volt must be ground.
and if you use the same supply for providing +15V and Ground in the same circuit..
Then unintentionally ground is connected with +15V terminal which will result in BLAST..

I have two +15V separate supplies. How can I cascade them to get +/- 15V dual supply ? Is it possible to make a virtual ground there ?

A power supply must be used to provide each polarity. The supply for positive voltage will have the negative terminal as a return, and the negative supply will have the positive terminal as the return. These two terminals are connected together, forming a common return path for load current. Figure shows
dual power supply.gif

the proper connections for these supplies to provide positive and negative voltages.
Although it may be shown as a ground in the circuit diagram, the connection between the negative and positive terminals of the supplies results in a common, or floating, return. If you feel that they must faithfully adhere to the circuit diagram, the floating common may be connected to the earth ground terminal of the supply. Generally, it will neither help nor hinder circuit performance.

TI devices such as PTN78060AAH can be handy for you. They will cost aound 25-30$. I have used them in my design.

Suppose i have two supplies having only two terminal at its output..

i.e Ground and +15v
Then how we will use these supplies two supplies to obtain +15V and -15V

Can we use it as follow:-

Absolutely right. you can check this power supply using multimeter.
It is simplest dual polarity power supply arrangement with single polarity supply system.
