How to configure circuit for octal transceiver such that default V at pins is 0 V.

Hi, I am using octal bus transceiver SN74ls245. I want the pins to have a default output voltage of 0 Volts when there are no inputs on both sides. I thought this would be the case but when I attach the tranceiver to a power supply, there is a 3.4 V output voltage on all pins (a-b). How can I do this without enabling the E input? Thanks very much! :)
 

If the 3-state outputs are in the high impedance state you can use pull down resistors to ground. The value of the resistor is defined by the time you want the output reaches 0V after going into 3-state. Of course, a low resistor value will be a load for the output driver. Check therefore the max. spec for the output.
