Having used all three PCB tools here is my opinion:
Expedition = Allegro
Expedition, Allegro > PADS
If you are doing high-speed, lots of diff pair routing or HDI you need to go with Allegro or Expedition. PADS is not stable enough when boards get really challenging...
plugged vias wiki
You don't plug using solder mask.
You plug your vias shut with various conductive materials (silver, specially formulated paste, etc.)...but not epoxy.
Plugging your vias (with conductive material) will allow for better connectivity, and the holes will be free of corrosion...
allegro pads conversion
converting designs is something that CAN be done but ALWAYS with limited success. There will be plenty of things to fix and edit. The dangerous part is when you don't know WHAT may have been poorly translated.
surprises surprises...hmm.
And even DxDesigner can be used with Allegro.
This issue in integration will be from a schematic and layout point of view if they drop certain suites. For example, supporting PADS layouts if they flush the tool. They do not convert well to Expedition or Allegro. Same for schematics if they drop...
No damian. In layout the nets will be connected as they normally would. The only difference is in assembly. The assembly shop will not place those devices on the card (thus leaving the circuit open).
This is common when an engineer wants to implement alternate signal paths in his design.

I am a senior PCB Designer and am wondering who typically performs IC layout? Is it usually the EE? Are there ICs being layed out by PCB Designers? Are the skills of a PCB Designer transferable? sufficient?
If a PCB Designer is interested in IC design, what will he need to improve his knowledge...
