TL494 is commonly used for sine wave inverters, its a modified sine wave generator. Another way around is to determine switching pattern from matlab
and generate it via cheap microcontroller.

PLZ try working Space Vector PWM which is more appropiate in such scnerio and has been developed to work for Microcontrollers and relitively simpler coding.

Try using ICL 8038, it's rather a function generator IC but can produce finely as low as 1Hz, sorry for it would require a bit higher voltage
