For a mature transformer factory, they shoud have mature manufacture technology, e.g. test turns and inductance value and Q value, they can find the faliure part by these testing proceses, so no problem, thanks!
Below cores can be applied as PFC inductor:
1. Sendust
2. High Flux
3. MPP
4. Powder iron core
5. Mn-Zn
#1 and #2 and #3 and #4 are toroidal type normall, there is EE type for Sendust core.
#4 is EE or PQ or other type, it must be opened enough air gap for core, so that core is not saturation...
impedance is very complex value, it depends on resistance and capacitance and inductance, these values are variational at difference frequency, it is good way if you can test impedance, you maybe find testing vaule is not big difference from theory value, special in high frequency.
First, please advise your application, PFC inductor or storage energy inductor or filter inductor, SMD configuration or pin through? then design the inductor.
If you only buy several transformer, price is expensiver.
If you buy mass products, price is cheaper, because transformer is customized normally, raw materials for transformer has MOQ requirement, normally MOQ is 5K for raw material in factory.

If you only buy several...
Theory design is only beginning, practice is more importance, when we design a magnetics parts, we not only meet customer requirement, but also we can make mass products, can consider quality question when the part are made mass products.
Re: Flyback SMPS....NS/NP > 4.....so sandwich the primary instead to reduce leakage?
yes, you can do so.
even spread wire across the entire bobbin, reduce dimension of coil.
