The reference you have mentioned is for digital filter design using continuous-time filter.

I need the procedure and theory(maths) to get the equivalent continuous-time impulse/frequency response of a digital iir filter.
To put the problem in other words,
I have the coefficients of the digital iir filter and need to identify the parameters for equivalent analog filter.

For a Microcontroller Vendor, the design of Microcontroller would be a SOC design.
An Analogy:
For FPGA Vendor, the FPGA Architecture design and manufacturing is an ASIC.

If yes then SOC is not a new technology since Microcontroller are around for a long time
