Actually that is not suppose to cross. It should bonded close each other. It is crossed like that because the wire is broken. Electrical test proves that those crossing bond are not shorted.

I have this device that internally connected with two wire on a single pad and lead. If one wire is broken, the device can pass the electrical testing. It can also pass the diode continuity test.
