The max rated current IOH(MAX) will let the signal switch more sharp, I think the signal voltage level will not to be Voh(min).
the voltage level will relative with the output load. If the driving strength is bigger and have the same output load , the output level voltage will be higher.
a product may need many engineer cowork to develop it, such as HW / SW / Mechanical /ID engineer . Do you need which part?

I have correct misktake in previous post.
by the way , though we could get 3.3V voltage, almost the power has lost in zener diode. so it's a bad choice to get voltage for MCU from zener.
When use blue led, but no resistor to limited current, the volatge in battery V+ will drop fast , then the battery will in protection status.
Do you could charge the battery voltage up again ?
As you said,output voltage is 4.3V, the voltage drop on R is 6-4.3 = 1.7V, the current through R is 1.7V/25=68mA;
the zener in breakdown condition, the voltage will be 3.3V, current will more bigger than 68mA;
