it may be due to processor over heat, first feel the air flow from processor fan and heat emission. may some dust is accumulated over heat sink over a period of time. it is a common problem for old laptops

you have to confirm the operation of both uln2003 and micro controller. isolate the pin-1 of 2003 and apply 5v directly to check its operation. if its operation is fine you have to check the Mc output port configuration

first you wright down all the ic numbers in your ups and search for data sheets to find pulse width modulator used in your UPS. by modifying feedback loop/network you can reduce output voltage slightly.

connect a 1k or 10k pot in place of thermistor and vary the resistance value. at some point circuit becomes healthy, now you can select a new thermistor which provides that resistance value at room temperature.
