I am new to ARM world and trying to set my toolchain on eclipse, problem
is when I tried to install GNU ARM Eclipse Pluging it says,
'Cannot complete the install because one or more required items could
not be found.

u can use multi channel digital potentiometer to control it with microcontroller like AD5206 its a 4-channel digital potentiometer ic.
yes you can replace 4 potentiometers with microcontroller by using multi channel digital potentiometer as AD5206 is a 4-channel digital potentiometer...
the cheapest method of current sensing is thrown sense(shunt) resistor. and there will be two methods the high side and low side, low side method will be easier. I have made a current sensor with this method and it gives pretty nice results with resolution of 10mA.
Arduino is same as you program any microcontroller, plus point of arduino platform is, there are built in libraries for complex tasks and user don't need to bother much. you must know basics of C or C++. here are great tutorials made by JeremyBlum...
