Any normal CDR ciruit should be able to do the job, the CDR only cares about transitions, it doesn't care whether it is 8B10B or not.
There is no fundamental reason why it can not be done, but it will take extemely long time to do so, just imagine how huge the mesh will become considering the optical wavelength.
A micro-controller won't have enough processing power in most tele-com applications, especially the datapath. In those applications, one needs direct hardwired logic to process the packets. The only choices are FPGA or ASIC.
opencores nios
You need to design the bridge, or you can ask Altera for the reference design. They used opencore ethmac in their Nios training, so they already have designed that.
Take a look at the examples come with the kit, they have examples on how to drive LED, display and scroll on LCD screen, driving 7-segment display etc.
You may also want to check out the application notes and tutorials published on @ltera's sites. Those are very helpful too.
