ISDN line level of +3v +1v –1v –3v represent the digital signals of 2 bit 00, 01, 10, 11
But its is an analog signal
I think signal is digital if it represents only “0” and “1”

The BIOS is standard flash memory IC and the IC manufacturer deliver it empty
the chip programmed by the motherboard manufacturer
Can you extract the BIOS from the motherboard?
If you can, try to get the HEX file and try to program the IC with IC's programmer, maybe...

Simple solution is to wake up the CPU for short time every 1 or 2 seconds with timer interrupt
To scan the keys if any key pressed
And if not, to send the CPU to sleep

Yes some micro controllers can do it
I know that some of the Microchip 18FXXX family (18fxx2) can write data to the flash program memory on the fly
But not all of them
