Where did you see that in psk modulations Fc=n/Ts??????
The bandwith of the signal is proportional to 1/Ts but the carrier frequency has nothing to do with Ts.

the optimum receiver would have a matched filter at the begining. this filter (root raised cosine e.g.) maximizes de SNR in AWGN environment, thus minimizes noise n(t).

I don't think you can achieve those specifications with patch antennas because their radiation efficiency is very low.
And also, at those frequency it would be huge!
I would try dipoles and yagi antennas either.

typically, SAW filter manufacturers provide input and output matching networks specifically designed for their filters. I have tried Vectron Saw filters and there is no better way to match them.
