If you are planing to buy you can try the ORCAD unison EE siute which has capture and pspice in it.
Also there is a utility in the capture folder called schtocap which can convert the older microsim scematic to news capture scematics.

Cadence Allegro has a perfect interface with OrCAd Capture an is a good tool. But many people also prefer PADs to do the layout after designing in OrCAd capture.

Would orcad Veiw reader be able to read Mentor bin format.???
I doubt , since this guy has only the mentor file and none else only a mentor tool would be able to read it.
OrCAD is two tools
Capture ==> schematic design
Layout ==> PCB Layout
whereas Allegro is just PCB layout
Allegro is costly , has more features , layout is the other way round.
OrCAD utilises heirachical blocks which has multiple occurance of the same circiut with different properties(occurance properties). these when transfered to the board get automatical read. thus just buy designing on circiut you can use it in multiple configuration both at schematic and layout...
One instance can have many occurances (more than one yellow lines) signifing that a number of same types of components are present in form of a complex hierachical block, these occurances can have seperate properties hence only occurance properties are exported .

currently there is a huge amount of cost difference in the western and third world countries .. since these corporation to gain short term profits are moving jobs to these countries .. which will in turn improve the living standard and the buying power of the people living...

I hae used both MS VisualC++ and turbo C++ . for console app graphics .. its best to use TurboC++ . you can use the header file graphics.h which provides number of function for graphic using BGI(borland graphical interface).
