You mean that we can change the dielectric constant of the substrate below a part of the patch. Right ? Then, the physical dimensions will stay same and electrical dimensions change.
I would like to ask this question to the people who use Anten'it Antenna Design Hardware for patch antenna design. The bricks have 4 mm steps. So, the frequency shifts in 4 mm intervals. This dimension does not change the center frequency very much at low frequencies but at higher frequencies...
