How can I change the frequency of patch antenna with Anten'it Antenna Design Hardware

I would like to ask this question to the people who use Anten'it Antenna Design Hardware for patch antenna design. The bricks have 4 mm steps. So, the frequency shifts in 4 mm intervals. This dimension does not change the center frequency very much at low frequencies but at higher frequencies, the effect becomes more.

The website of the product www.antenit.com indicates that the frequency resolution is not limited to 4 mm steps. How does it happen ?
 

Anten'it Antenna Design Hardware has a different approach on step size of patch antennas. You know that the electrical length of the patch changes both with the change of physical dimensions and dielectric constant of the dielectric material. This kit has 3 different types of dielectric materials with different dielectric constants. The smallest brick size has 4 mm length, that is true. But, when you change the dielectric constant of the material below this brick, the electrical size of the patch changes.

You mean that we can change the dielectric constant of the substrate below a part of the patch. Right ? Then, the physical dimensions will stay same and electrical dimensions change.
