XPower Estimator explantion

dear all

i download XPower Estimator from xilinx and i import.mrp file in it to show the estimated power so,
i do not know what is the toggle rate and its goal from it?
also is this ratio is real and implemented during mapping or it is theoretical value?

also i used Xpower in ISE package and i observed that there is some different between XPower Estimator and xpower in calculation

can any one help me
