will c1 and c3 discharge in c2 and c4

will c1 and c3 discharge in c2 and c4 in this circuit? and can something like this be used for charge recycling?

I suppose it would help to regard all FETs as switches, and make a few simple drawings of their individual states, depending on voltage on "IN" point(s?).

That would make it much easier to see what happens with each capacitor's charge. I must admit I don't know FETs well enough to make it obvious what the circuit does - but if I had to take a guess, it looks like some sort of charge pump circuit...
