Why the startup ckt still on after power up

Why the start up ckt made of M5-M7 and R3 still work after power up ?
Are they have the function of high-level tempereture compensation ?

There was a proposed explanation in the thread you linked to. Where did you get the circuit from? If it was from a book or published paper I assume there would have been some supporting information.
