Why is the coverage area of gsm1800 less than that of gsm900?

Why is the coverage area of gsm1800 less than that of gsm900? which relation determines this coverage area while designing a gsm 1800 network?

the coverage area of GSM1800 is lower than GSM900 because in GSM1800 we use the band around 1800MHz while in GSM900 we use the band around 900MHz, and there is a relation between the received power at the MS and the frequency used for transmission that is as the frequency increases the received power decreases due to the path loss increase(link budget equation),so at the same transmitted power and at the same sensitivity the coverage area is less for 1800 than 900
