Which tools can do cell charactarization?

synopsys nanochar

Can anyone tell me Which tools can do cell charactarization?

Does Synopsys' NanoChar can do it ?
 

NanoChar and Liberty NCX from Synopsys
Silicon Smart Cell Rater from magma
 

NanoChar and Liberty NCX can generate synthesis .lib (or .db) and simulation's verilog model ?
Anyone have experience of using above tools?
 

Altos Liberate can do the characterization....
 

Hspice is the original tool.
 

There are actually quite a few commercial tools out there.

Nangate Library Characterizer - These guys got best of DAC from John Cooley (www.deepchip.com) at DAC 2006 for their characterization tool.
