Where to get good LED current controller?

LED cluster power supply

I'm designing a led cluster (panel) using 3600mcd blu leds, in rows of 14. Can you suggest a way to obtain good led current control? I need to change the cluster luminosity level too, so I'm supposing to control leds via pwm, but I'm looking for other solutions too :? .

8) Use PWM technique as it will be the most efficiant.
Other technique is to have a dissipative requlator with current control.
