Where is the I²C bus in OSI model?

I think it comes in Physical & Data-Link layers since specs. contains information about both.

Thank you CMOS, I think so.
In your opinion the term "Address Packet" is correct about I2C bus? (See attached image which is from AVR manual)

Yes the term "Address Packet" is correct and is standard for all I2C devices.
However data following the address packet varies from device to device.
