who has seen this circuit or similar circuit before? What's the function of it?

Be careful to use this schmitt trigger. The PSRR is very bad.

There are two schmitt trigger in the pdf file, one is the same as above, another one is having different architecture.
Can anyone comment on the pros & cons of them? Thanks in advance.
