What is the best EM software for RCS measurement?

I want to know which is the best EM software for RCS measurement?
Secondly, how do you import models made in other modelling softwares into these EM softwares so that their geometrical and medium properties are not lost?

There is no best & single software for RCS measurement, but you can do most of RCS measurements using the COBHAM -Vector Fields CONCERTO MOM (CLASP) Electromagnetic Simulator helps in analysing Mono-static & Bi-static RCS...
Go through the attached PDF document on an example & descrtiption on RCS simulation...

Regarding the models for such EM simulations will accept in SAT or IGES formats with altering geometrical representation...

RCS measurement

Yep CST would be my choice too. personally, i amn ot a big fan of Concerto's interface..
