What is difference between this two circuit?!

Hi, Can anyone say what is difference between these circuits?! Both of them are capacitor power supply. What is better or there isn't significant difference?!

In the first circuit, Which component's rating should be increased if I want to connect 380VAC (line to line) to the input ?!What will be the voltage rate for C1 ?!

C1 (also R1) must be rated for 400 VAC. Available output current and Z1 power dissipation increases by √3 , depending on the required output current, you may want to scale C1 down respectively.

The circuit is missing any current limiting resistor for pulse currents, e.g. when connecting the power supply. Not sure if Z1 will stand it.
