What does system design mean?!?!

Hello

What should a system design in an MS-ASIC system (simple example is fractional-N PLL) be responsible in some details?

I don' twant to know details of technical design, but what i want to know is from management point of view...

system design , is the top level design
the process starts , u got the system spec's if u are talking about PLL , the spec's will be
1) phase noise
2) lock time
3) spur's level
4) minimun step "channel spacing"

also another spec's design parameters like

phase margin , damping factor , natural frequency , noise shaping in the delta sigma modulator

the system designer , begin with these info , and begin the following

1) select a system architecture
2) define , the components of these architecture
3) select the componnets characteristis
4) begin the itteriations , and simulation with these char to satiafy the system spec's

after optimiization , circuit designers begin to implement the system
the components spec's
1)PFD
====
dead zone , frequncy of operation "Fref", charge injection and so on
2)CP
===
current , steps "if the current can be changed" , current mismatch , speed , and complince

3) filter
=====
band wiadth , and all dymanic behavior

4)VCO
=====
phase noise , tuning range , spurs , sensitivity

5)divider
=====
power , jetter , divison ratio , dual moudals or not , the prescaler

and so on

but i think i was seeking for another thing, that is how and whith which tool does the system designer design the system?
on which basis does he give specs to every block designer? or in other words, how do system designer and block designer communicate?
Give examples for explaination...

mainly system designer use verilog-a , matlab , and any system modeling tool , and creat the model of each block , and with the blocks , he begin to create the system

and begin to tune the block spc's to optimize the system spec's

there are many tools for systemn analysis , there is in ads , microwave office VSS
and many more

main the mix-signal system design.
include the analog signal and digital signal,
such as ADC/DAC, processor, DSP, IF etc.
