Vcc= 3.3v
Black square wave is the input, and i want to mirror that over the 1.65v horizontal line so i get the green square wave.
Does anyone have an idea of how u could do that ??

Try this: voltage-mirror.png

If you supply the opAmp with 3.3V, too, you'll need an input & output rail-to-rail opAmp.

could u explain what a rail to rail op amp is? Does it have to do with the common mode input range ?

Yes, and also with the usable output voltage range. Abdulrehman gave you a file list.
