VHDL all inputs/outputs at 2.5V

Hi folks.

I have just loaded a program that I have written into a 22V10, the program built and simulated fine.

I have connected VCC and VSS to the device and then went to check the power was actually reaching the VCC pin, to my suprise I found that all the input/ ouput pins except VSS and VCC were at 2.5V-ish.

Does anyone have any ideas as to why this could be??

My friend has also loaded a similar code into a 16V8 to test it and found that all his inputs/outputs are at 5V.
