UPF is synthesizable or not

Is UPF that is used in rtls synthesizable?
 

Yes, assuming your synthesis tool supports it.

produce a new UPF fileset that, combined with the netlist, represents a further refined version of
same design.
 

I do not have an example. Please ask your synthesis vendor, or check their web site.
