Hello!
i want to know that by under voltage lockout regulator do we mean that the supply of voltage would only be when input is maximum then a reference n when it goes high it start working n when not it isn't i mean automatically??
 

Your sentence is a little fragmented but an under-voltage-lockout means the circuit is disabled until the voltage rises above a specified minimum value.
