Is the file created by some other CAD tool such as Kicad?
How are you asking to open it (i.e. is this an 'import and convert' style command or simply 'open' when it expects a native format file)?

Even in the binary format, by opening the raw file in some text editor, sometimes give us some indication, close of the header or footer part of the file.
