It's no question, if a 74LS595 (or any other 5V digital logic) can drive an ULN2803. You'll find thousands of circuit examples. There may be rather problems to dimension the current and duty cycle for a LED matrix. But you didn't ask, thus I assume, you know about.

I use these for driving small 5V relays.
