Can anybody tell me what is Time-modulated Ultra-wide band communications scheme and whether i can use it in accurate position tracking for a room-navigator.

PPM is a typical time modulation method. Use google, you can get a lots of results
 

you can use the polarization modulation technology,this is very high speed modulation technology for UWB
