I know that verification involves three steps

1. Compilation
2. Elaboration
3. Simulation

I understand what happens at steps 1 and 3. At step one the code is compiled to create object code. At step 3 the actual simulation is run. But I don't know what happens at step 2. I can't even understand what elaboration is. Can anybody explain it? Any help is appreciated.
